They still use them in CA. I believe there are some high altitudes where they might even require them, but not sure about that.

I ain't no youngun either and I can tell you that putting them on, in the cold, wet snow, is enough to make you forgo driving over the mountain. Once was enough!

I've used chains and have them in my car all winter. The mountain passes around here often require them.
