Are any and all non-Catholic Christians considered to be "Protestant"?

No. Only those who hold to Reformed Theology and trace their roots to the Reformation.

Martin Luther gave Christians a chance to release themselves from religious slavery and come to truly see the Lord in all his love and Glory. Protestants are many denominations and they have many differences, however, they all are in harmony with the true gospel and do not worship anything other than God. Make no mistake, Protestants are not in harmony with Catholics to this day. Check out the teachings of J.C. Ryle and all your questions will be answered in regard to the confused catholic church and the power hungry popes.

It is idolatry to make ordained men mediators between ourselves and God, robbing, as it were, our Lord Jesus Christ of His office, and giving them an honor which even Apostles and angels in Scripture flatly repudiate. And if this is so, with the honor paid to Popes and Priests before my eyes, I say there is idolatry in the Roman Catholic Church

mennonites (anabaptists) are protestant........... just thought I would throw that in....... Martin Luther had nothing to do with that.

A Protestant Christian is any Western Church Christian who does not belong to the neither the Roman Catholic Church nor to the Eastern Orthodox Church, Period.

BTW...someone asked if Evangelicals are Protestants which I say they are Positively Protestants.
