I'd think a revolt or something was in order for those places that put that kinda stuff on the holder... Maybe it is the janitorial service that does it to suppress the use of the stalls? Anyhow, I always thought that fiber was not a good thing. Now I know it!

On the other hand, if you are accidentally locked in a stall over the weekend, you can eat the TP to survive. And you would have a source of running water, too.
